Land Data

Client: Land Data

Land Data is the official government-appointed organisation managing and regulating the National Land Information Service (NLIS).

Challenge:

With the technology underpinning the NLIS becoming outdated and the fragmented property market demanding digitised data access and faster, more efficient processes, Land Data needed to strategically review how it delivered its longstanding mission: to make the Official Searches market work better. The objective was to secure a future where high-quality Official data access was quick, efficient, and user-friendly, and to define Land Data’s evolving role in delivering this vision.

Our approach:

Partnership and insight-driven strategy

To navigate a commercially sensitive and rapidly evolving landscape, TPXimpact partnered with Land Data and Alpha Property Insight to conduct a robust, evidence-based research programme.

Our role was to provide neutral, expert guidance and lead in-depth interviews with Official and personal search providers, a particularly sensitive area of the research. We also advised on the framing and structure for a series of workshops that Land Data led with other user groups.

Our approach was structured to deliver clarity and actionable insights:

Comprehensive research planning:

We developed an overarching research plan, identifying key hypotheses and defining the scope across all stakeholder groups, including local authorities, conveyancers, property trade bodies, and tech providers.

Sensitive stakeholder engagement:

We conducted semi-structured interviews with key commercial stakeholders, including search providers and trade associations. By acting as a neutral third party, we offered confidentiality that ensured honest responses on the commercial viability and technical feasibility of future models.

Cross-market synthesis:

We synthesised findings from both TPXimpact's interviews and Land Data’s workshops, consolidating over 2000 data points into actionable insights.

Key outcomes and impact

The research provided the critical evidence needed for Land Data to define its future direction, validating key opportunities and challenging existing assumptions.

Core insights delivered:

The priority is digital, standardised data: The research established that data accuracy was not the primary issue, data usability was. The immediate market priority was shifting data from PDF formats to digital, standardised APIs to enable faster processes and greater innovation.

Proof of value is essential:  Stakeholders preferred Land Data’s proposed improvements around Official searches and related data, but their commitment hinged on commercial value and efficiency gains.

Reframing the challenge: We helped Land Data to frame the core challenge: "How might Land Data build and run a digital 'Official Search' product that is both commercially successful and aligns with government aims?"

Business repositioning

The strategic clarity provided by our partnership led to significant business success for Land Data, repositioning the organisation for future growth and government alignment. Our collaboration directly contributed to a Board decision to proceed with a Proof of Concept (PoC) project. The successful PoC highlighted the clear benefits for a full business case, which was the basis for securing a prestigious Government grant from the Regulators' Pioneer Fund.
